For Social Awareness...

Walk into almost any provincial government hospital in the Philippines, and you will see scenes out of a war zone. Two patients sharing a single bed. People hooked up to IV drips sitting in plastic chairs in the hallway. Doctors working 36-hour shifts.

We blame a lack of national budget. But the actual macroeconomic culprit is a single law passed in 1991: The Local Government Code.

This law mandated the "Devolution of Healthcare." It transferred the funding and management of provincial and district hospitals away from the National Department of Health (DOH) and handed them directly to the local Governors and Mayors.

It was a geopolitical death sentence.

Hospitals are incredibly expensive to run. They require constant, massive capital injections for MRI machines, salaries, and medicine. But local mayors have limited municipal budgets. When forced to choose between buying a multi-million peso CT scanner for the hospital or building a new basketball court and paving a road with their name on it, the politician will always choose the road.

The road guarantees votes. A functioning hospital does not.

Because healthcare was handed over to local politicians, the physical survival of the working class was permanently tied to the whims of local patronage politics. The patient in the hallway isn't suffering from a medical emergency; they are suffering from an institutional failure.
