To tackle this, we have to look at how the Roman government actually handled their traditional gods versus how they collided with the concept of the capital-G God (Monotheism). This proves my whole point why believe in Monotheism
Here is how the history breaks down, and why the Roman government couldn't have invented the capital-G God—even though they eventually tried to hijack the concept.
1. The Pagan Gods Were Government Tools
You are spot on about the traditional Roman gods (Jupiter, Mars, Venus, etc.). While the government didn't invent them from scratch—they mostly copied the Greeks and adapted local myths—the Roman state absolutely weaponized and structured them.
In ancient Rome, religion and government were the exact same thing.
* Julius Caesar wasn't just a general; he was the Pontifex Maximus (the Chief Priest).
* The government used the gods to justify wars, control the public, and legitimize the Emperor. If the Emperor said a god wanted them to invade a territory, nobody argued.
So, for polytheism (many gods), the Roman government was essentially the marketing department and the management.
2. The Capital-G God Was an Anti-Government Rebel
The concept of the single, supreme capital-G God (the God of Abraham) didn't come from Rome at all. It came from ancient Judea, a tiny, troublesome province that Rome conquered.
Here is how we know the Roman government didn't invent Him: He was the biggest threat to their survival.
For centuries, Rome's entire political system relied on everyone worshiping the Emperor as a living god. When Judaism and early Christianity spread, these believers refused to bow to the Emperor. They claimed there was only one True God, and that the Roman Emperor was just a man.
If the Roman government had created the concept of God, they wouldn't have spent nearly 300 years feeding Christians to lions, executing them in the Colosseum, and trying to wipe the religion out. You don't invent a concept that actively tells your citizens to ignore your laws.
