💚Paddling Made Easier: New Accessible Paddlecraft Launch at Elk/Beaver Lake

Getting out on the water at Elk/Beaver Lake Regional Park is now more user friendly than ever with the installation of a new accessible paddlecraft launch at the Brookleigh Boat Launch. The new infrastructure includes a wheelchair-accessible ramp, a step-free dock that was installed earlier this year, and an integrated, custom paddlecraft launch system designed to help people enjoy paddling on Elk Lake.
The project is part of the Capital Regional District’s (CRD) ongoing commitment to improving accessibility across its regional parks system. Access and equity are key priorities within the Regional Parks and Trails 2022-2032 Strategic Plan, guiding the design of new and upgraded park infrastructure to be inclusive and accessible for everyone.
An estimated one in five people between the ages of 15 and 64 lives with one or more disabilities. The upgraded launch provides safer, easier access to the water for people with mobility impairments, helping remove barriers to outdoor recreation and supporting greater participation in outdoor activities.
As one of Greater Victoria’s most popular outdoor destinations, Elk/Beaver Lake Regional Park offers beaches, trails, boating opportunities and a range of accessible amenities, including an accessible fishing dock. The addition of the paddlecraft launch further enhances the park’s reputation as an inclusive destination for residents and visitors alike.
CRD staff worked alongside local contractor Jenkins Marine and the Recreation Adaptive Society (RAD Society) to design, build and test the custom launch system. Key features include a seated transfer bench from wheelchair height, overhead railings, and a partially submerged launch area with handrails along the sides to support safe, stable and independent entry into the water. The project builds on the Regional Parks Division’s broader accessibility initiatives and was completed within existing staff and budget resources.
The new launch supports a wide range of users, enabling more people to experience the benefits of paddling for physical, mental and social wellbeing. It is expected to improve access for adaptive paddling programs, families and individuals looking to explore Elk Lake in a safe, welcoming and inclusive environment.
