This is an issue for many service industries that heavily rely on actual people to generate income and serve .

Hospitality can not claim vat for food as it has no vat at purchase. Nor can vat be reclaimed for high staffing cost.

Similarly hair and beauty are also labour intensive and and are charged vat at the same rate, including for instance a sole cut and blow dry for which there is no vatable goods to reclaim , save for a dolop of shampoo and a bit of mousse!

Both also use copious quantities of electricity and water etc which are also far more expensive than domestic prices.

Too many restaurants,pubs and salons are going to the wall.
They are also finding it expensive to hire young people so training is also being lost.
