PNP PRESS STATEMENT

I affirm the filing of criminal charges against cadets and personnel of the Philippine National Police Academy (PNPA) in connection with the April 3 hazing incident as a clear assertion of accountability within the organization.

Let me be clear: there is no place for hazing or any form of abuse in the PNP. Those who violate the law will be held accountable without exception.

I have also directed the continued strengthening of enforcement, supervision, and accountability mechanisms to ensure that such violations are addressed promptly and decisively under existing laws and regulations.

The Criminal Investigation and Detection Group (CIDG) filed the complaint on April 20 before the Office of the Provincial Prosecutor in Imus, Cavite for violations of Republic Act No. 11053 or the Anti-Hazing Act of 2018.

We will continue to act on all reported violations and reinforce preventive measures to deter similar incidents and protect the welfare of all cadets.

Police Regional Office 11 proudly announces that Davao City has been named the 2nd safest city in Southeast Asia by Numbeo’s Southeast Asia Safety Index 2023, with a safety index score of 72.4.

The safety index is based on the overall level of crime in a city or country. Cities are carefully selected for inclusion based on a minimum number of contributors to ensure statistical significance. The data is derived from surveys conducted on Numbeo’s website, with questionnaires designed similarly to many scientific and government surveys. The index is calculated on a scale from 0 to 100, allowing for a clear and straightforward understanding of the data.

Numbeo, a well-known user-contributed database, provides statistical analyses on global living conditions, including crime rates. It is the world’s largest database of user-contributed data about cities and countries, offering current and timely information on various aspects of living conditions such as cost of living, housing indicators, health care, traffic, crime, and pollution.

Furthermore, based on statistical data gathered from the Davao City Police Office (DCPO) from January to May 2024, total crime incidents decreased to 1,759, down from the previous year, with a notable 28.47% drop in index crimes. There was also a decrease in violations of special laws during this period.

This positive outcome from the survey will uplift the morale and boost the spirit of PNP personnel in Davao City, motivating them to continue their mandated task of serving and protecting the people of Davao City and the entire Davao Region. PRO 11 also commits to maintaining their efforts amid the challenges faced by the organization.

PRO 11 extends gratitude to the individuals who participated in the Numbeo survey and encourages the community to continue supporting their Pulis Dabawenyo in upholding the law, reducing crime incidents, and preventing criminal activities
