Formation of Bangladesh: Capturing Dhaka was not part of India's military plan
The most unique thing about the 1971 war was that capturing Dhaka, the capital of East Pakistan, was not part of the Indian army's central plan.

India's basic military strategy was to seize as much of East Pakistan as possible and establish a Bangladeshi government there so that the 10 million refugees who had come to India could be sent back there.

The war plan of the Indian Army's Director General of Military Operations, Major General K.K. Singh, had three main points.

Srinath Raghavan writes in his book '1971: A Global History of the Creation of Bangladesh' that the first objective of this plan was to capture the two major ports of East Pakistan, Chittagong and Khulna, so that no more Pakistani troops could land there. The second objective was to capture places from which Pakistani troops could not move from one place to another.

2 جولائی 1972 کو بھارت کے شہر شملہ میں پاکستان کے صدر ذوالفقار علی بھٹو اور بھارت کی وزیرِاعظم اندرا گاندھی نے شملہ معاہدے پر دستخط کیے۔ یہ معاہدہ 1971 کی جنگ کے بعد پاکستان اور بھارت کے تعلقات کو معمول پر لانے کی کوشش کا ایک اہم مرحلہ تھا۔

معاہدے کے تحت دونوں ممالک نے اس بات پر اتفاق کیا کہ اپنے اختلافات کو پرامن ذرائع اور باہمی مذاکرات کے ذریعے حل کرنے کی کوشش کی جائے گی۔

کشمیر کے حوالے سے 17 دسمبر 1971 کی جنگ بندی کے بعد بننے والی لائن کو Line of Control (LoC) کے طور پر تسلیم کرتے ہوئے دونوں جانب نے اسے یکطرفہ طور پر تبدیل نہ کرنے اور طاقت کے استعمال سے گریز کرنے پر اتفاق کیا۔

معاہدے میں دونوں ملکوں کے درمیان تعلقات معمول پر لانے، مواصلات اور سفری روابط بحال کرنے، جنگی قیدیوں اور دیگر زیرِبحث معاملات پر مزید بات چیت جاری رکھنے کا بھی ذکر تھا۔ کشمیر کے حتمی حل کو معاہدے نے ختم نہیں کیا بلکہ مستقبل میں مزید مذاکرات کے لیے چھوڑا۔
