Born and raised in South Africa, Dr. Kaplan emigrated to Israel following medical school at the University of Cape Town.
There he completed a residency in Psychiatry and a fellowship in Child and Adolescent Psychiatry through the University of Tel Aviv. Dr. Kaplan moved to the United States to complete a second fellowship in Developmental Disabilities at the Kennedy Krieger Institute and the Johns Hopkins Depart of Psychiatry.
