EMPLOYEE EDUCATION & RETENTION:
I’ll preface this by stating, as a City Manager-run city, the position of Mayor doesn’t have the authority to make changes or implement programs on behalf of the city employees. But, as your Mayor, I would encourage a larger focus on employee education in order to retain those employees and increase their knowledge, therefore their pay scale.

--I would encourage pay increases based on City of Groves experience, classes and/or certifications received in ALL departments, not just specific departments.
Supervisors should be knowledgeable about the job they are over and hold licenses in each field that pertains to his position. A supervisor should be able to do and teach every aspect of the job the people under them are expected to know. Management can make or break a company. Nothing can replace years of hands-on experience in a field. Working in this manner gives good morale for advancement!

--Continuing education classes need to be mandatory as part of the employee’s job description prior to accepting the job offer, in every department, so that employees can continue to be educated on changes within the systems in their department. This can include on-job education, in-person or online classes, shadowing an employee with greater knowledge or a working supervisor.

--Prior to any employee receiving a pay increase of any kind, a performance evaluation must be completed by their supervisor, to encourage a better opportunity for communicating goals. If a performance evaluation is not complete, the pay increase is not initiated. This holds the supervisor AND employee accountable. This evaluation should be completed in two-parts so one person’s opinion is not a make or break for another’s career.

--I would encourage the city to go back to the basics and have more levels of supervision between new employees and their leaders. This creates a better system of checks & balances.
In order to retain our employees, teaching them in the field provides a better sense of knowledge than just taking classes. After receiving a certificate, employees should have a “classroom in the field” to ensure they are following up with what they learned. Knowledge is power. If we pay attention to what our employes are learning on a more specific scale, they will feel more seen and heard and want to move into positions being left open by retiring employees. We need to keep long-term employees longer in order to help educate newer, less skilled employee.

--Last, we need to have a system in place for employees to voice concerns or ideas without fear of repercussions from anyone else.
