A major sunscreen milestone took effect this weekend, but the work isn’t finished. ☀️
On August 9, FDA’s final order amending the OTC sunscreen monograph to add bemotrizinol (BEMT) as a ‘generally recognized as safe and effective’ active ingredient officially took effect.
This is an important step forward for American consumers and manufacturers. However, one new UV filter does not mean the sunscreen innovation gap has been closed.
U.S. consumers still lack access to several modern UV filters widely used in many other countries. A more efficient regulatory pathway remains essential to providing timely access to additional safe, effective, and innovative sun protection ingredients.

At Cosmoprof North America Las Vegas 2026, PCPC President & CEO Thomas F. Myers and Executive Vice President of Government Affairs and Strategic Initiatives Karin Ross examined the evolving regulatory landscape shaping the future of the cosmetics and personal care products industry.

Yesterday on Capitol Hill, PCPC and the Congressional Cosmetics Caucus hosted a Congressional Briefing on the Humane Cosmetics Act (H.R. 1657).
The discussion was kicked off by Rep. Nicole Malliotakis, Cosmetics Caucus Co-Chair, and Rep. Don Beyer, Humane Cosmetics Act lead sponsor.
PCPC’s Senior Director of Safety and Regulatory Toxicology, Kimberly Norman, PhD, DABT, ERT, spoke on the panel, along with representatives from Physicians Committee for Responsible Medicine and Cruelty Free International. The panel highlighted the importance of using New Approach Methodologies (NAMs) in cosmetics safety assessments, a pillar of the legislation, and industry’s efforts to advance these alternatives to animal testing.
Thank you to the Congressional Cosmetics Caucus, Cruelty Free International, and Physicians Committee for Responsible Medicine for bringing together policymakers, industry, and advocacy leaders for this important conversation.
