What is the difference you'd ask? Well, not that much. It is all about what you as a technician prefer and what your clients expectations are. Tops with no sticky layer do not stay as shiny as the ones with a sticky layer, after 2-3 weeks you can see the shine is not as before.
Yet, of course for more complex designs they are better to sandwich the layers in.

Not only will it stay matte for 2 months easily, but you can keep rubbing oil into it from day to night and it will still be matte. The most amazing thing about it is the feel of it, its texture is so velvety, that you can't stop touching it. If it gets dirty, all you need is to wipe it with alcohol and it is brand new again.
